{"id":16358,"date":"2024-04-02T03:54:51","date_gmt":"2024-04-01T22:24:51","guid":{"rendered":"https:\/\/cccfornews.com\/index.php\/2024\/04\/02\/u-s-navy-overspent-nearly-400-million-in-ukraine-aid\/"},"modified":"2024-04-02T03:54:51","modified_gmt":"2024-04-01T22:24:51","slug":"u-s-navy-overspent-nearly-400-million-in-ukraine-aid","status":"publish","type":"post","link":"https:\/\/cccfornews.com\/index.php\/2024\/04\/02\/u-s-navy-overspent-nearly-400-million-in-ukraine-aid\/","title":{"rendered":"U.S. Navy Overspent Nearly $400 Million in Ukraine Aid"},"content":{"rendered":"<p> <br \/>\n<\/p>\n<div>\n<p>The U.S. Navy overspent $398.9 million in Ukraine aid, a <a href=\"https:\/\/media.defense.gov\/2024\/Mar\/28\/2003424392\/-1\/-1\/1\/DODIG-%202024-069%20SECURE.PDF\" target=\"_blank\" rel=\"noreferrer noopener\">report<\/a> from the U.S. Department of Defense Office of Inspector General (OIG) revealed.<\/p>\n<p>According to the report, the Navy \u201cover-executed its funding three times during FY 2022,\u201d totaling nearly $400 million. \u201cWhile the Navy had funds available to reverse the over-execution on those occasions, such funds may not be available in the future, which could lead to a potential Antideficiency Act violation.\u201d<\/p>\n<p>\u201cThe Navy did not have adequate internal controls to prevent the over-execution of funds from reoccurring,\u201d the report asserted, explaining that the internal controls \u201cfocused on identifying the over-execution after it occurred, rather than preventing it from occurring.\u201d<\/p>\n<p>Over-execution was due to the Navy Standard Accounting, Budgeting, and Reporting System\u2019s (NSABRS) \u201climitations and inability to prevent the over-execution of funds.\u201d<\/p>\n<p>The report noted that the Navy has acknowledged its lack of financial oversight since fiscal year 2018.<\/p>\n<p>Beginning in fiscal year 2026, the Navy will shift to a new system called the Navy Enterprise Resource Planning (ERP). Until then, poor financial oversight is expected to continue. <\/p>\n<p>\u201cWithout automated controls or effective manual controls, the Navy does not have the proper visibility of the execution of funds to prevent the over-execution of funds or a potential Antideficiency Act violation,\u201d the report warned. As a result of the flawed system, the Navy provided defense officials and Congress with \u201cinaccurate execution information for Ukraine supplemental funds.\u201d<\/p>\n<p>\u201cInternal controls are essential as they serve as the backbone for ensuring accountability, integrity, and efficiency,\u201d Inspector General Robert Storch said in a <a href=\"https:\/\/www.dodig.mil\/In-the-Spotlight\/Article\/3723242\/press-release-management-advisory-the-navys-execution-of-funds-to-assist-ukrain\/\" target=\"_blank\" rel=\"noreferrer noopener\">press release<\/a>. \u201cWithout robust internal controls the DoD is vulnerable to inefficiencies that jeopardize its ability to achieve its mission and fulfill its financial responsibilities.\u201d<\/p>\n<p>U.S. Defense Secretary Lloyd Austin <a href=\"https:\/\/americanfaith.com\/defense-secretary-austin-claims-no-ukraine-aid-was-misused\/\" target=\"_blank\" rel=\"noreferrer noopener\">claimed<\/a> there is \u201cno credible evidence\u201d that aid to Ukraine was misused.<\/p>\n<p>\u201cThe United States continues to work hard to monitor and account for U. S. Security assistance delivered to Ukraine. And we\u2019ve seen no credible evidence of the misuse or illicit diversion of American equipment provided to Ukraine. But what we do see is Ukraine using the capabilities that we provided to defend itself against Russian aggression,\u201d he said during a meeting about Ukraine.<\/p>\n<p>Ukrainian President Volodymyr Zelensky recently <a href=\"https:\/\/americanfaith.com\/zelenskyy-asks-for-more-ukraine-aid\/\" target=\"_blank\" rel=\"noreferrer noopener\">spoke<\/a> with House Speaker Mike Johnson (R-LA) and asked for more aid.<\/p>\n<p>\u201cI spoke with @SpeakerJohnson and thanked him personally, both parties, the American people, and President Biden for their critical support of Ukraine since the start of Russia\u2019s full-scale invasion,\u201d Zelensky wrote on X following the meeting.<\/p>\n<p>\u201cI briefed Speaker Johnson on the battlefield situation, specifically the dramatic increase in Russia\u2019s air terror. Last week alone, 190 missiles, 140 \u2018Shahed\u2019 drones, and 700 guided aerial bombs were launched at Ukrainian cities and communities.
