California Democrats introduced a bill that calls for healthcare professionals to undergo training to rid themselves of \u201cmultiple layers of potential biases\u201d that assert only biological women can get pregnant.<\/p>\n
\u201cThis bill would make a legislative finding that the Legislature recognizes all birthing people, including nonbinary persons and persons of transgender experience,\u201d the text<\/a> of the bill reads. \u201cThe bill would extend the evidence-based implicit bias training requirements to also include hospitals that provide perinatal or prenatal care, as defined. The bill would require an implicit bias program to include recognition of intersecting identities and the potential associated biases.\u201d<\/p>\n If an individual does not comply with the training, they face fines of up to $25,000.<\/p>\n The \u201cimplicit bias\u201d program is to be completed by June 1, 2025.<\/p>\n A healthcare facility is also obligated to \u201cprovide the department with proof of compliance, with specified requirements,\u201d the bill adds, noting, that it would \u201cauthorize the department to issue an administrative penalty if it determines that a facility has violated these provisions, and would require the department to annually post on its internet website a list of facilities that did not submit timely proof of compliance and have been issued administrative penalties.\u201d<\/p>\n \u201cThe bill would vest the State Department of Public Health with full administrative power, authority, and jurisdiction to implement and enforce the California Dignity in Pregnancy and Childbirth Act,\u201d the legislation asserts.<\/p>\n The bill is the latest effort to replace biological language with \u201cgender-inclusive\u201d terminology.<\/p>\n
